The Western Hemisphere Institute for Security Cooperation was established in 2001 when the U.S. Congress passed — and then President Bill Clinton signed — the Defense Authorization Act. The institute provides professional education and training for civilian, military and law enforcement students from nations throughout the Western Hemisphere, according to the institute’s Web site.

Officials say its curriculum now includes a renewed emphasis on human rights.
