Capability developers from Maneuver, Signal centers earn top honors from ARCIC

Capability developers from the Maneuver and Signal centers of excellence were recognized during the Capabilities Integration Enterprise Forum Jan. 20 at the U.S. Army Training and Doctrine Command headquarters, Fort Eustis, Va.

This was the Army Capabilities Integration Center’s fourth year sponsoring the Capability Developer of the Year awards where capability developers from TRADOC and non-TRADOC organizations were nominated by their organizations, and ARCIC’s leadership chose the winners.

Lt. Col. Scott Debolt, MCoE, was named the individual Capability Developer of the Year. A team from the SCoE took the team Capability Developer of the Year award back to Fort Gordon, Ga.

Gen. Robert Cone, TRADOC commanding general, expressed his appreciation for the capability developers’ role in the Army’s future during his remarks at the CIEF, which is sponsored by the Army Capabilities Integration Center.

“There couldn’t be a better time than now to be in the business that you’re in,” Cone said. “We’ve all seen the flow of emphasis on critical items in our Army. What will make us successful tomorrow is the significant work that you’re doing out there in terms of capability development that will make sure the Army is successful for years and decades into the future.”

Debolt’s award citation noted his accomplishments with establishing a fully functioning Maneuver Center of Excellence “Mounted Requirements” element at Fort Benning. He established this new element with limited manpower and resources while planning and executing the reception of personnel and equipment from Fort Knox, Ky. He also chaired the Ground Combat Vehicle Integrated Concept Development Team — the model for TRADOC’s execution of key acquisition programs.

On a temporary duty assignment, Debolt was not present to accept the award. Donald Sando, director of the MCoE’s Capabilities Development and Integration Directorate, accepted the award on his behalf.

Dale White, deputy director of experimentation, accepted the “team” award on behalf of the Signal Center’s Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance and Reconnaissance Operational Needs Statement Team. Other C5ISR team members are Shawn White, Jose Moncivais and Thomas Mims.
