Man accused of urinating at Lake Oliver Marina faces 27th disorderly conduct charge in three years

Kicking a patient room door at The Medical Center became a 66-year-old man's 27th disorderly conduct charge in three years after he was arrested for passing out and urinating in front of the Lake Oliver Marina Office Wednesday.

Jimmy Todd faced charges of disorderly conduct and public indecency during a Thursday morning Recorder's Court hearing.

An officer told the court that Todd's latest arrest began after an employee at the Marina called to report that an elderly man was sitting on a bench in front of the office, exposed and urinating.

The Marina employee told the court that Todd frequents the Marina, often allegedly drinking alcohol during his trips. Wednesday's visit was the first time his behavior became a problem for the Marina, however.

Police arrived at about 11:30 a.m., to find Todd slumped on the bench near the parking lot with his genitals still exposed. He allegedly smelled loudly of urine, and still had waste dribbling from his pants to the spreading pool on the ground. A large bottle of liquor was found among his possessions.

Todd was arrested and taken to The Medical Center to make sure no health problems accounted for his state at the Marina. At the hospital, he became hostile and began arguing boisterously with nurses and the officer.

At one point, he began kicking the door to his patient room. That action led to his 27th disorderly conduct charge since 2010, according to Judge Michael Cielinski. The repeated offense led Cielinski to raise the usual bond amount on disorderly conduct from $500 to $2,500, in hopes of curbing Todd's behavior.

"I don't know what's going to get his attention other than setting the bond for disorderly conduct at $2,500," Cielinski said. "That bond's going to increase every time he comes in."

Todd's bond was set at $1,000 for his public indecency. His total bond amount was $3,500.

A 66-year-old man was arrested and charged with public indecency Wednesday after he urinated in public at the Lake Oliver Marina, according to a Columbus Police report.

Police responded to a complaint at the Marina at about 11:30 a.m., after someone reported that a man was exposing himself to urinate. Officers later arrested 66-year-old Jimmy Todd.

Todd was charged with public indecency and disorderly conduct. He was taken to Muscogee County Jail.
