Shorts missed Sunday's 27-20 loss to Buffalo due to a groin injury that has worsened throughout the season. He led the Jaguars in receiving with 66 catches for 777 yards and three touchdowns in 13 games this season.

Rackley started 11 games this season after missing all of 2012 with an ankle injury. He suffered a concussion and missed two games after Jacksonville's Week 9 bye, but returned to play in three more contests before sitting out Sunday's game with concussion symptoms.

In other roster moves, the Jaguars signed center Patrick Lewis from Cleveland's practice squad, promoted guard Drew Nowak to the active roster, and signed defensive end D'Aundre Reed to the practice squad.
