Changes to the $5,165,000 Phenix City Water Filtration Plant improvement project has caused a bit of friction Tuesday during the Phenix City Council meeting.
The council voted 3-2 to add $25,248 in costs to the project, but Mayor Jeff Hardin and Councilman John Storey were vocal in their opposition to the change order.
Phenix City is under state orders through the Alabama Department of Environmental Management to rehabilitate the settling basins at the plant, located on 32nd Avenue.
ADEM ruled several years ago that the 80-year-old basins were inadequate and needed to be replaced. The city council passed a $6.34 million bond issue to cover the cost for the improvements and other city projects.
