Tracy Jakes says she wants the person responsible for her son Adrian Huling's death to come forward to police.
"I want the person who took his life to come forward and accept responsibility," she said.
Huling was riding a scooter the evening of Jan. 27 when he was struck by a van. The van didn't stop.
