A state welfare official says Alabama's refusal to sign a non-discrimination pledge is "no defiance" but merely a way to get the issue tested in court. The Health, Education and Welfare Department in Washington has threatened to cut off an estimated $91 million a year in funds to the state because of the failure to promise compliance with the 1964 Civil Rights Act.
