Army Plans Buildup Of Civilian Forces

The Army plans to recruit thousands of youths to bring civilian military units to wartime strength for possible use in the Vietnamese conflict. The youths, to come from voluntary enlistments, will train under the Army's six-month program, then be assigned to National Guard divisions and other civilian units scheduled to be expanded to wartime strength.

Bama Districts

Alabama's legislators are awaiting a federal court's reaction to reapportionment bills they passed -- and a likely call to again return to Montgomery. Both houses approved reapportionment bills which -- if acceptable to the federal court -- would abolish the long-standing dominance of small counties in the legislature.

Canal Treaty

President Johnson announced today the United States and Panama have agreed to write a new treaty which will give Panama a share in "administration, management and operations" of the Panama Canal.
