Three more refugee-laden boats wallowed from Cuba toward Key West today as U.S. officials awaited word from Fidel Castro on suggestions for an orderly migration.

Poverty

A legally incorporated unit, which would direct a local "war on poverty," Monday was approved by city commission. The corporation would be called Columbus Opportunity Inc.

Applicants for the soon--to--be--a--reality Columbus--Muscogee County Rehabilitation Residence already are being screened in Milledgeville as the local crash drive to raise $34,000 promises to go "over the top." The Columbus Jaycees, spearheading the Muscogee Mental Health Project, which is raising money for the residence and an Alcoholic Clinic, has announced plans for a "congratulatory dinner" next Monday night.
