Blackstock said the suspect, Victor Dowdney, got into an altercation with another man, James Cook, in the parking lot.
Dowdney pulled a knife and cut Cook's hands, then fled in a van. He returned to the parking lot a short time later.
Taylor was attempting to keep him there until police could arrive, when Dowdney allegedly shot him, Blackstock said.
Dowdney turned himself in at his residence on Birling Drive in Columbus.
Dowdney, 50, was booked into the Muscogee County Jail on charges of murder, possession of a firearm during the commission of a crime and aggravated assault.
He is scheduled to appear in Recorder's Court at 8 a.m. Monday.
