Guard Revamp

The Defense Department today bared its latest plan for reorganizing the Army National Guard and reserves — a plan it hopes will finally meet with the approval of Congress.

The plan would cut the number of combat divisions in the reserve force from 23 to 8 and increase the number of separate combat brigades from 11 to 18.

Open Access

A proposal that the press have access to all police records and exercise judgment on what should be published in the interests of fair trials was made yesterday by trial lawyers.

The issue was discussed during a seminar of the American Trial Lawyers Association in Chicago.

Speck Sentence

Richard F. Speck, 25, will be sentenced Monday in the Circuit Court of Peoria, Ill., for the murder of eight nurses in Chicago last summer, Judge Herbert C. Paschen said yesterday.
