Ellis Arnall, attempting a comeback after 20 years of political obscurity, officially opened his campaign for governor Saturday with the promise that, if elected, he will give Georgia a 21st-Century administration. Surrounded by a bevy of top Democratic leaders, Arnall spoke to 7,000 cheering partisans at a political barbecue-rally on the fairgrounds in Newnan, his hometown.
