Body-cam footage shows heated clash between Dallas officer, Egypt soccer team

DALLAS - Body-camera footage from Dallas police shows a heated confrontation last week between an officer and members of Egypt's national soccer team that drew international attention after a bystander's video attracted millions of views.

The brief exchange at the Westin in downtown Dallas on July 2 prompted criticism of one of the officer's actions, including from a Dallas City Council member, while police union leaders defended him. Police later said soccer team leaders met with a department deputy chief to discuss the situation and the matter was resolved.

The newly released footage, provided to The Dallas Morning News in response to an open-record request, offers a fuller view of the episode, showing how quickly the credentialing dispute became contentious before both sides later moved to smooth it over.

The video begins with two officers standing in the hotel lobby before walking toward Egypt team manager Ibrahim Hassan, player Mahmoud Hassan, commonly known as Trézéguet, and other men wearing shirts marked "Egypt."

One officer places a hand on the team manager's chest and pulls him back before asking, "Where are your credentials?" A man wearing an Egypt shirt, who also does not appear to be displaying credentials, then steps between them, setting off shoves and profanity.

"Back off, back off, back off," the officer yells.

"This is the manager, this is the manager," someone off camera says.

More yelling and shoving ensues. At one point, the officer who first approached the team manager then yells at the other man. "We need your credentials around your neck. We don't know who you are."

The officer then pulls out and opens his handcuffs. As several men plead with him, the second officer places a hand on his chest and says, "It's OK. Relax. It's OK."

The two officers again tell members of the group that they must display credentials as Ibrahim Hassan and the other man in the Egypt shirt leave the area. Another person with the team then approaches the second officer and apologizes.

Police on Wednesday posted a letter online from Cherif Mokhtar, Egypt's consul general in Houston, thanking Dallas police Chief Daniel Comeaux and the department for their "support, cooperation and professionalism."

Mokhtar's letter did not directly address the confrontation.

Instead, he praised Deputy Chief Osama Ismail, an officer who met with the team afterward, for what he described as "exceptional dedication, professionalism and outstanding service," saying the officer helped ensure the delegation's safety and coordination during its stay.

Two days after the encounter, Dallas police posted photos online showing Ismail posing with members of the team, including one with Ibrahim Hassan wearing credentials around his neck.

The day after the encounter, Egypt defeated Australia 4-2 in a penalty shootout after a 1-1 draw at AT&T Stadium, securing the country's first victory in a World Cup knockout match.

After the game, The Associated Press reported that the team's head coach, Hossam Hassan, said through a translator that the team had accepted an apology from police. Hossam Hassan and Ibrahim Hassan are identical twins.

Comeaux said police did not apologize. On Thursday, he described the incident as settled, saying the officer acted to "create space" between one of the team's players and people who were not displaying credentials in a secured area.

"I don't think the officer did anything wrong," Comeaux said in an interview. "And someone can say, 'Oh, could it have been handled a little bit differently?' "

"Possibly," the chief continued, "but he didn't do anything wrong."
